How can ZPE cuase pressure to create the Casimir effect when ZPE passes through

the explanation of the casimir effect is that a zpe energy vacuum is
created. the pressure of the zpe on the outer surface cause the two
plates to be pushed together. i do not understand how this can be
when zpe passes through matter. wouldn't it be like trying to create
the same "sucking" using a suction cup that has pinholes in it? in
fact, is there zpe between electrons and their nucleus?
would this energy flow to the vacuum and fill it?
obviously, the casimir effect does happen, so what am i
misunderstanding?
