"Best definition that ever may be given of fourth-dimension is an
idea! Where will it project? Anywhere! Where does it arise from? Who
knows! Where will it end? Who can tell! It is all inclusive! It has
both length, breadth, height and depth - is without beginning and is
without ending! Dependent upon that which it may feed for its
sustenance, or it may pass into that much as a thought or an idea.

This is confusing, the Fourth Dimension is TIME. That which you describe is,
presumably, a level of Existence. I would think this to be the Etheric, and
is the connection between the Three Lower and Three Higher, both in The
Cosmos and The Microcosm.
Ideas originate from the Fifth level, which is The Mental level. The Fourth
is The Astral, and is the place of Emotions.

Even Ra admitted that "dimension" is a confusing term
to use. That is why they opted for the term
"density".
However, 4D is commonly used as a synonym for the
astral plane or fourth density.
In the same way, time can be considered *a* fourth
spatial dimension, but it needn't be. For example, Ra
talks about a time and space that are each composed of
three dimensions. It is for this reason that we can
talk about time moving in "cycles" and manifesting
according to harmonic principles. David W. has put
together some magnificent resources for this on his
site, especially the Coutrel book.
