you could always build a transceiver that receives elf
waves, phase-shifts them 180deg, then retransmits
them in real time, effectively negating their effect
(the phase-shifted waves and the original waves
would sum to zero)

dont know if this would work, but this idea of noise
cancellation is used in audio (xlr cables) and
i've heard of it being implemented in airplanes
to reduce engine noise in the cabin.
